Там фактически сформировалась новая конфликтная зона, что обусловлено борьбой за доступ к энергетическим ресурсам. В эту борьбу оказались вовлечены как прибрежные государства, так и ряд влиятельных внерегиональных игроков. В регионе по существу разворачивается противостояние Турции и нацеленной на её сдерживание «балансирующей коалиции» в составе Греции, Кипра, Израиля и Египта. Мы предприняли попытку комплексного рассмотрения проблемы посредством анализа позиций этих государств по состоянию на середину 2021 года. Основные задачи статьи заключались в оценке рисков военной конфронтации и анализе возможных путей снижения напряжённости или даже частичного преодоления противоречий между сторонами конфликта. Особенность этой статьи состоит в попытке разделить две ситуации – греко-турецкие противоречия в Эгейском море и проблематику делимитации в Левантийской части Средиземноморья. Анализ показал, что Турция намерена решительно и последовательно отстаивать свои права на часть континентального шельфа, опираясь на так называемый «принцип справедливости». Анкаре фактически удалось сорвать строительство газо - провода EastMed, что ударило по интересам других стран региона. В свою очередь, Греция апеллирует к нормам международного морского права и активно ищет союзников. В этом качестве выступают Франция, Израиль и Египет. Последний может стать транзитным хабом для экспорта восточносредиземноморского газа. Мы приходим к выводу, что, несмотря на чрезвычайную сложность ситуации с точки зрения международного права, снижение напряжённости в Восточном Средиземноморье в принципе возможно. Этому способствует нежелание стран региона вступать в военную конфронтацию с Турцией, а также наличие альтернативных экспортных Израильмаршрутов. Кроме того, внимательный анализ позиции Греции показывает наличие предпосылок для компромисса между Афинами и Анкарой по части вопросов двусторонней повестки.</p></abstract><trans-abstract xml:lang="en"><p>The Eastern Mediterranean has become an arena of fierce competition for an access to sea spaces and their resources, including hydrocarbons. Coastal states and a number of non-regional players are deeply involved in this rivalry. Currently the region is witnessing a confrontation between Turkey and a "balancing coalition", which consists of Greece, Cyprus, Israel and Egypt. The article deals with the problem of maritime spaces delimitation in the Aegean Sea and the Eastern Mediterranean. It also studies the policies of the main actors. The primary goal is to make an assessment of the risks and to analyze possible ways to reduce tension by balancing the interests of major players. The analysis shows that Turkey intends to consistently defend its claims on the continental shelf based on the so-called "principle of justice", thus challenging the Greek claims. Ankara managed to prevent the construction of the EastMed gas pipeline, thus hurting the interests of other countries of the region. In turn, Greece appeals to the norms of international maritime law. Itis actively looking now for allies that could help it contain Turkey. There is a potential “anti-Turkey” coalition comprising France, Israel and Egypt. The authors conclude that, despite the extreme complexity of the situation, especially from the legal point of view, tension in the Eastern Mediterranean can be reducedbecause tthe countries of the region are reluctant to engage in a military confrontation with Turkey and alternative routes for energy transportation exist.
