Обзор политологических исследований свидетельствует, что в современной науке наблюдается расширение понимания субъектности. Обладание ей приписывается не только транснациональным корпорациям и другим негосударственным организациям, но и эпистемическим сообществам (под которыми понимаются объединения, основанные на обладании общим знанием). Последнее позволяет рассматривать в качестве субъектов коллективы учёных при условии их представления объединениями, которые выступают от имени научного сообщества и обладают способностью оказывать влияние на политический процесс. Для того чтобы охарактеризовать европейское научное сообщество в качестве политического субъекта, необходимо выявить институциональные объединения, действующие от его имени, аналогично тому как национальные научные организации действуют от имени исследовательских сообществ отдельных стран. В качестве такого объединения может рассматриваться система институтов научной политики Европейского Союза. В рамках её оформления предпринималась не только попытка выделения европейского научного сообщества в качестве самостоятельной общности, но даже её противопоставления научным сообществам государств–членов интеграционной группировки. Одной из исторических предпосылок такого противопоставления выступали различия в степени усвоения отдельными странами послевоенной Европы американской модели организации науки. Учёные, стремившиеся добиться профессиональной самореализации на уровне интегрированной Европы, были в большей степени открыты влиянию опыта Соединённых Штатов. В дальнейшем сформировавшиеся связи сохранились, что проявилось, в частности, в преимущественной ориентации европейских исследовательских программ на конкуренцию в глобальной академической среде.</p><p>В настоящее время европейские структуры поддержки научной деятельности в значительной степени интегрированы в Европейское исследовательское пространство (ЕИП). Оно может рассматриваться как опорная структура учёных, в наибольшей степени связанных с транснациональными корпорациями, что позволяет рассматривать европейское научное сообщество как объединение наиболее глобализированной части учёных европейского региона. Таким образом, в статье демонстрируется, что в качестве европейского научного сообщества может рассматриваться группа деятелей науки, обладающая особыми интересами, которые связаны с глобальной экономикой; особой институциональной структурой, в роли которой выступает система институтов ЕИП; и особым дискурсом, связанным с глобальной «экономикой знаний».</p></abstract><trans-abstract xml:lang="en"><p>The article examines the evolution of the European academic community as a distinct political actor. The recent political studies are characterized by the broadening of the understanding of actorness. It is attributed not only to transnational corporations and other non-state organizations, but also to epistemic communities (which represent associations based on the common knowledge). Therefore, groups of scholars in cases when they are represented by designated institutions, acting on their behalf and engaged in political process, could also be seen as actors. In order to define European academic community as an international political actor it is essential to identify organizations acting on its behalf similarly to the national associations representing groups of scientists within individual countries. Institutions of scientific policy of the European Union emerged as such organizations. The rise of this policy was defined by an attempt not only to form a transnational community of scientists, but also to set it against national academic communities within the EU Member-States. It was supplemented by the expansion of the American model of production of the organization of science. Those academics which attempted to operate in transnational environment of the EU appeared to be more open to the practices imported from the United States.</p><p>Currently the European structures of the support of academic activity are integrated in the European research community. The latter becomes a major pillar for scientists predominantly associated with other transnational actors, which characterize them as the most globalized part of the academic population.
