Страны, в него входящие, приобретают все больший финансовый, промышленный и человеческий ресурсный потенциал. С учетом их подъема АТР рассматривается в качестве одного из локомотивов роста мировой экономики, ключом к которому становится активно набирающий мощь Китай. Укрепление КНР способствовало активизации в регионе разнонаправленных тенденций (обострение территориальных споров, гонка вооружений, развитие многосторонних интеграционных объединений), что приводит к трансформации системы региональной безопасности. США, прочно удерживавшие позиции в АТР в последние десятилетия, столкнулись с необходимостью по-новому выстраивать отношения с Пекином, принимая во внимание не только его декларируемые и латентные национальные интересы, но и формирующийся военно-политический ландшафт, а также растущее внимание своих внерегиональных союзников к АТР. Главная задача США – недопущение ревизии сложившегося порядка в АТР, для чего Вашингтон активно использует сочетание политики сдерживания/балансирования и политики вовлечения Пекина в систему как тихоокеанских, так и глобальных связей. Основной проблемой для Вашингтона выступает поиск баланса в проводимом им стратегическом курсе: каким образом строить стратегию, которая отвечала бы ожиданиям его азиатских и европейских союзников в предоставлении гарантий безопасности в контексте «возвышения» Китая, но при этом бы не вызывал опасения по поводу политики сдерживания у Пекина, который в любой момент может принять решение об ужесточении ответной реакции. В то время как основой американского военного вовлечения в регион по-прежнему выступают азиатские государства, ЕС отводится менее заметная, но не менее значимая задача. Поддержка со стороны членов ЕС в регионе и за его пределами, а также на глобальном уровне, как при взаимодействии с Пекином, так и по общим международным вопросам и проблемам, остается необходимой для Вашингтона. США также приходится учитывать ожидания европейских союзников относительно налаживания сбалансированного и конструктивного долгосрочного диалога с Пекином при большем вовлечении ЕС в этот стремительно развивающийся регион.</p></abstract><trans-abstract xml:lang="en"><p>Nowadays the world economic and political center is shifting to the Asia-Pacific region. Regional countries are gaining in financial, resources, industrial and human importance. At times of the rise of the Asia-Pacific region, China is perceived as a key player. The rise of China has launched a set of divergent trends (escalation of territorial conflicts, arms race, development of multilateral integration organizations), leading to the transformation of the regional security system. Being an inherent part of Asia-Pacific security system for the last decades, Washington is facing the necessity to establish constructive and productive relations with Beijing, taking into consideration its obvious and hidden interests, as well as the new military and political reality, and the growing attention allies pay to the region. Striving to prevent the revision of the American-centered established security order in the region, the US is implementing the combination of “convergence”/”balancing” strategy and the strategy of Beijing “engagement” into multilateral systems at Asia-Pacific and global levels. The main problem is for it to maintain a delicate balance in its policy and a strategy that could conform to the following conditions: to meet the expectations of its Asian/European allies in terms of providing security guarantees and not to raise the concerns of China by using the “congagement” policy. Asian countries remain the cornerstone of American security system in the Asia-Pacific region, while Europeans have a less measurable but also important role. European countries support at the regional and global levels both in terms of cooperating with China or tackling other issues of the international agenda, remains important and necessary for Washington.
