Ведущую роль в доминирующих в ней подходах продолжает играть государствоцентризм. Между тем ЕС принято считать уникальным образованием, которое по форме выступает чем­то средним между государством и международной организацией. Для обоснования международно­политической значимости Европейского Союза зачастую используется концепция «нормативной силы». Вместе с тем она не позволяет описать весь спектр форматов возможного участия объединения в международной политике. Выход из положения даёт организационная теория и особенно разработанная на её основе идея о метаорганизациях. Она позволяет одновременно рассматривать и ЕС, и входящие в него государства как организации разного рода, которые взаимодействуют в сфере глобального управления, конкурируя за влияние. В сравнении с индивидами, организации, составляющие международные отношения (государства), менее управляемы. Поэтому метаорганизациям сложнее, нежели обычным организациям, включающим индивидов, выступать в роли игроков в мировой политике, каковым ЕС в действительности является. Метаорганизации в своей деятельности на международной арене сталкиваются с ограничениями, которых не знают государства. При этом создание и утверждение норм, которым должны следовать в своём поведении государства, является функцией первостепенной важности для метаорганизации. В настоящей статье усилия ЕС по региональной и глобальной координации национальных налогов на финансовые трансакции, а также его участие в глобальном климатическом режиме представлены как примеры, подтверждающие специфику его функционирования в глобальной среде в качестве одной из метаорганизаций. В них ярко проявляются проблемы согласования подходов государств, входящих в Европейский Союз.</p></abstract><trans-abstract xml:lang="en"><p>The European Union plays a salient role in the global arena. Yet to conceptualize its global role is a tough proposition if we remain within the scope of traditional international relations theory characterized by state­centrism. Indeed, the EU is commonly believed to be a sui generis entity, something between a state and an international organization. In the 2000s its position in international relations was commonly defined through the concept of “normative power”. However, this framework seems insufficient to explain diversity of the roles the EU assumes in international politics. Organization theory provides a partial solution to this puzzle, especially the meta­organization concept developed on its basis. They allow to treat both the EU and its member­states as organizations (although each of a different kind), which interact in the sphere of global governance, de facto competing with each other for authority. When compared to individuals, the smaller organizations composing meta­organizations emerge as less manageable. Thus, it is more problematic for a meta­organization, than for an organization per se, which includes individuals, to function as the global actor that it definitely is. In the international arena a meta­organization faces limitations that states never have. That notwithstanding, the establishment and maintenance of norms that states are expected to follow is, without doubt, of primary importance for meta­organizations.
