Одной из таких дискурсивных инноваций стало растущее число упоминаний связки «безопасность – развитие» (security-development nexus). Несмотря на прочное закрепление в политическом лексиконе в 2000-х годах, она остается предметом жарких дебатов в научной среде. Целью настоящей статьи стало выявление истоков становления этого концепта и систематизация основных подходов к его осмыслению. В первом разделе статьи определяются исторические предпосылки увязывания вооруженных конфликтов и вызовов развитию, обозначаются основные этапы формирования соответствующего дискурса за рубежом. Появление «связки» обусловлено окончанием «холодной войны» и возникновением многочисленных «комплексных чрезвычайных ситуаций» в развивающихся странах в 1990-х годах. В ходе их осмысления произошла «девелопментализация безопасности». Чуть позднее теракты 11 сентября 2001 г. в США и «глобальная война с терроризмом» вызвали «секьюритизацию развития».  Во втором и третьем разделах обобщаются аргументы сторонников и критиков «связки». Первые солидаризируются с дискурсом международных организаций и национальных агентств развития крупнейших стран-доноров и оперируют статистическими данными. Доводы критиков «связки» носят более теоретически фундированный характер и сводятся к четырем основным претензиям к конструкту: 1) амбивалентность содержания; 2) политическая ангажированность; 3) губительные политические последствия; 4) слабость эмпирической базы. В заключении обозначаются исследовательские ниши, которые могут быть заполнены с применением контексто-ориентированного подхода к осмыслению вопросов международной безопасности и вызовов развитию в их взаимосвязи. К наиболее перспективным направлениям исследований отнесены: 1) сравнительный анализ эволюции подходов различных субъектов международных отношений к понятиям «безопасность», «развитие» и их «связке»; 2) исследование дискурса на внутригосударственном уровне, сопоставление взглядов различных министерств и ведомств на наиболее сложные и актуальные проблемы, лежащие на стыке безопасности и развития; 3) сравнительный анализ политики различных стран-доноров в избранных «нестабильных государствах»/регионах; 4) изучение влияния императивов  бюджетной экономии на политику ведущих стран мира в сфере оказания помощи развивающимся странам. </p></abstract><trans-abstract xml:lang="en"><p>In the late 20th and early 21st centuries, numerous new constructs entered the vocabulary of international relations. Some neologisms may be labeled ‘hybrid’ concepts, since they are composed of previously known terms. The security-development nexus is one of the most illustrative examples. Despite its fast entrenchment in both political and academic discourses throughout the 2000s, this concept remains subject to lively scholarly debate. The first section of this paper examines the historical context of the emergence of the nexus and the key phases of the developement of a relevant discourse. It focuses, on the one hand, on the end of the Cold War and on numerous ‘complex emergencies’ in the former Third World countries during the 1990s. These wars and emergencies formed an environment conducive to a ‘developmentalization of security’, and, on the other hand, the terrorist attacks of the 9/11 and the consecutive Global War on Terror, which in turn led to a reverse trend of ‘securitization of development’. The second and the third sections summarize arguments of proponents and critics of the nexus respectively. The proponents of the nexus tend to be in line with the discourse of international organizations and development agencies of established donors and back their arguments with solid statistical data. The critics’ arguments tend to be more theoretical and methodology-driven. The security-development nexus is being criticized mainly for the following reasons: 1) ambiguity of content; 2) political bias; 3) negative political implications; 4) lack of empirical evidence. The conclusion identifies several research niches to be filled by implementing contextualization techniques.
