Трудности перевода: потенциал теории практик в международных отношениях

Аннотация

В статье предлагается схема анализа практик в международных отношениях. Расширенное толкование этого понятия привело к его терминологическому распылению, поэтому актуальной задачей является создание схемы различений, позволяющей учитывать различные характеристики международно-политического действия. В работе сначала формулируются рабочее определение и критерии отнесения действия к практике, учитывающие как пороговые признаки (узнаваемость, коллективность, нормативность компетентности), так и градуируемые измерения (фоновое знание, телесная воплощённость, телеоаффективность). Затем на основе историко-философского анализа выделяются три сквозные дихотомии осмысления действия («телеология–рутина», «имманентное–трансцендентное» и «дискурс–телесность»), выступающие аналитическими призмами для сопоставления подходов. Научная новизна состоит в соединении этих дихотомий с уровнями анализа: макроуровнем поля, мезоуровнем институциональной рутины, микроуровнем тактик и телеоаффективных структур и сквозным дискурсивно-перформативным измерением. Эмпирическая применимость схемы демонстрируется на примере деятельности Совета Безопасности ООН во время первой волны пандемии и японо-корейского спора об исторической памяти. Показано, что значительная часть изменений в области международных отношений разворачивается в зазоре между поддержанием порядка и его радикальным переустройством. Предложенная схема позволяет исследовать такие базовые категории международных отношений, как порядок, безопасность, дипломатия, переговоры, интеграция и сила, не уравнивая практики с нормами, институтами или индивидуальными решениями.
