Финансы для либерального порядка. Cравнительный анализ международной деятельности политических фондов ФРГ и филантропических фондов США

За счёт дистанцирования от официальной дипломатии и формально-юридической автономии, при сохранении системы согласований между крупными фондами и государствами происхождения, фонды получают широкое пространство манёвра, проникая в общества зарубежных стран и оказывая влияние на чувствительные сферы – образование, внутреннюю политику, экспертное сообщество и медиа. Это формирует множество связей и точек воздействия на общество и власть целевой страны «изнутри», которые могут быть использованы для достижения целей внешней политики государства происхождения фонда. В условиях роста международной конфронтации эти возможности западных фондов сокращаются, но они постоянно ищут новые точки приложения сил в разных регионах в интересах своих бенефициаров. Опыт деятельности западных фондов сегодня активно применяется другими странами, в том числе незападными, и заслуживает внимательного анализа.
