К определению принципа баланса сил: опыт неоинституционального подхода к международной среде

На фоне меняющейся международной среды возникает необходимость пересмотра теоретических и концептуальных подходов к изучению международных отношений. Одним из принципов, требующих такого переосмысления, является понятие «баланса сил», теоретические основы которого были заложены в отличных от сегодняшних мирополитических условиях. Анализ развития концепции «баланса сил» показывает, что с течением времени ее трактовки заметно изменялись и дополнялись новыми аргументами, что привело к понятийной многозначности и даже размытости. Заметны также различия подходов к «балансу сил» во внешнеполитической практике различных государств. Эволюционировало и само понятие силы в международных отношениях, а также способы ее применения. Во второй половине XX в. сформировались новые условия, диктующие потребность критического подхода к традиционному реалистскому пониманию принципа «баланса сил», что привело к возникновению новых концептуальных моделей, объясняющих поведение субъектов мировой политики.

Автор данной статьи изучает основные теоретические подходы к принципу «баланса сил» и приходит к выводу о необходимости обновления интерпретации этого принципа ввиду противоречий в его трактовке, а также изменений международной среды, в которой он реализуется в современном мире. В статье уделяется внимание такому фактору, как структура международного переговорного процесса, изменение которой отражается на расширении спектра возможных способов обеспечения баланса сил. В результате автор, рассматривая принцип баланса сил с точки зрения неоинституционализма, приходит к выводу о том, что его следует понимать как систему ожиданий, внешнеполитических установок и рациональностей, которые формируют поведение субъектов в мировой политике и обусловливают равновесие в международной среде.
